We just need to install a peg in the center of each room, then adjust the leash depending on the size of the room. I’m not saying we use a collar, but a more kid-friendly harness. Maybe something with Finding Nemo on it? Aquatic Fun-Time Harness (6-12 months), $29.99. Amazon probably has one.
